PLTU dan PLTN, Sebuah Perbandingan Keselamatan

Salah satu sumber kekhawatiran masyarakat terkait dengan pengoperasian PLTN disebabkan oleh adanya kemungkinan kegagalan sistem yang mengakibatkan terjadinya kecelakaan pada PLTN, seperti yang terjadi di TMI, Chernobyl dan Fukushima. Karakterisitik kecelakaan pada PLTN dapat dikategorikan sebagai insiden dengan “low probability, high consequences’. Suatu bencana masuk dalam kategori katastropic jika mengakibatkan sedikitnya 3.000 korban jiwa atau sedikitnya 45.000 orang cedera; maka probabilitas terjadinya kejadian katastropic sangat kecil, yaitu 1 kejadian tiap 107 tahun. Di samping katastropic, insiden-insiden dalam skala lebih kecil yang terjadi pada PLTN diperkirakan mengakibatkan kurang lebih 2 korban jiwa tiap 20 juta MWh per tahun listrik akibat efek stokasti yang menyebabkan terjadinya kanker, tumor, penyakit genetik dan lain-lainnya.
Dari tinjauan aspek keselamatan (safety) dari beberapa pilihan pembangkit listrik maka resiko keselamatan juga harus dipertimbangkan mulai daru tahap penambangan bahan bakar tersebut hingga proses pembakaran dalam instalasi pembangkit.
Di Amerika Serikat, hingga saat ini penggunaan teknologi PLTU telah menelan korban jiwa sebanyak 1.300 dan 40.000 orang cedera, sementara itu pengoperasian PLTN hingga saat ini memakan korban cedera sebanyak 5.000 orang dan korban jiwa kurang dari 100 orang.
Limbah nuklir hingga saat ini masih dianggap menjadi salah satu sumber kekhawatiran masyarakat umum terkait dengan pengoperasian PLTN. Sebuah PLTN yang mempunyai kapasitas pembangkit daya sebesar 1.000 MWe memerlukan kira-kira 1 metrik ton bahan bakar nuklir dan menghasilkan limbah kira-kira sebanyak 70 liter per hari. Sampai tahun 1980an, AS telah menghasilkan 36 juta ton limbah dengan radiasi rendah dan 8.300 ton limbah dengan radiasi tinggi. Jumlah ini sebenarnya menghasilkan dampak radiologis yang setingkat dengan ratusan juta ton sampah yang dihasilkan oleh PLTU. Hanya karena konsentrasi radiasi yang tinggi, limbah PLTN membutuhkan suatu penanganan yang khusus. Selama ini, sisa bahan bakar dengan radiasi tinggi disimpan sementara di kolam-kolam penampungan sehingga efek radiasi yang ditimbulkannya dapat diabaikan, tetapi dengan semakin meningkatnya pemakaian PLTN dalam produksi listrik, kebutuhan akan suatu metode penyimpanan permanen yang tepercaya terasa semakin mendesak. Meskipun sejauh ini belum ada satu cara yang dapat diterima secara meluas, beberapa metode yang diusulkan meliputi penyimpanan di tambang garam, lapisan granit, dibawah lapisan air tanah atau di dasar laut. Satu syarat mutlak yang telah dipenuhi oleh lokasi-lokasi ini terjaminnya kestabilan geologis untuk masa-masa yang akan datang.
Untuk PLTN, satu pertimbangan tambahan adalah adanya ancaman terorisme, meskipun sampai sekarang belum ada realisasinya. Meskipun menurut para ahli, penggelapan Plutonium untuk pembuatan bom nuklir sederhana lebih merupakan hayalan daripada kenyataan, hendaknya hal ini diperhitungkan juga dalam pemilihan jenis Pembangkit Tenaga Listrik dan lokasinya di masa mendatang. Tetapi dengan sikap waspada dan hati-hati yang selama ini dianut dalam lingkup penggunaan bahan nuklir dan fakta bahwa untuk Indonesia risiko ini adalah lebih kecil daripada di negara-negara lain yang lebih maju dan liberal, agaknya untuk saat ini hal tersebut hanya akan merupakan pertimbangan minor saja.

PLTN Ketiga Pakistan Mulai Beroperasi

PLTN ketiga Pakistan mulai beroperasi secara komersial pada tanggal 12 May 2011. PLTN Chashma unit 2, juga dikenal sebagai CHASNUPP-2, merupakan PLTN type PWR mempunyai 300 MWe yang berlokasi didekat Chashma Barrage di kiri Sungai Indus.

Pada upacara pembukaan yang dihadiri oleh beberapa pemimpin pemerintah dan militer Pakistan, Perdana Menteri Syed Yusuf Raza Gilani meresmikan PLTN dan dengan bangga mengatakan bahwa kerjasama tim Pakistan dan Cina yang menyelesaikan proyek ini, ternyata tiga bulan lebih cepat dari jadwal yang direncanakan. Pembangunan PLTN dimulai pada akhir tahun 2005 dan terhubungdengan jaringan listrik nasional Pakistan pada tanggal 14 Maret tahun ini.

Perdana menteri mengingatkan bahwa listrik dari PLTN ini akan membantu mengurangi kekurangan energi pada daerah yang saat ini mengalami krisis energi. “Kami berkewajiban untuk melakukan segala upaya untuk mengatasi krisis yang berlaku dengan memanfaatkan semua sumber yang tersedia dan akan mengoperasikan pembangkit listrik dalam waktu sesingkat mungkin,” kata Gilani. Dia juga menyatakan bahwa pelajaran keselamatan tambahan akan dipelajari terkait dengan kecelakaan nuklir di Jepang dan mengadopsi langkah-langkah yang tepat.

Pakistan hingga saat ini tetap belum menandatangani Perjanjian non-Proliferasi Nuklir (NPT) dan oleh karena Pakistan mengalami keterbatasan dalam hal perdagangan nuklir dunia, sedangkan PLTN Chashma unit 2 masuk dalam perjanjian safeguards khusus yang ditandatangani Pakistan dengan IAEA pada tahun 2006.

Pakistan saat ini memiliki reactor nuklir kecil yang terdiri dari tiga reaktor dengan kapasitas total sebesar 725 MWe. Namun, berencana untuk mengembangkannya, setidaknya dua reaktor atau lebih direncanakan dibangun pada tapak yang sama, dengan kapasitas total PLTN 8800 MWe pada 2030. Program ini merupakan bagian dari program ambisius yang akana melakukan peningkatan pembangkitan dari semua sumber daya dari 20 GWe pada tahun 2006 menjadi lebih dari 160 GWe pada tahun 2030.

This position will be based in Martabe with FIFO schedule 4/2 weeks

Roles of this position are to prepare and administer the activities of
